been absent
on leave for 12 monthes has not yet returned to the Colony, although his leave of absence has
expired; and as Dam informed by his Attorney here that Mr.
Goodle he does not intend returning to Hong Kong, I have the honor to apply for the seppointment of 2nd Poliar Magistrate.
